People with disability ID cards can travel in unreserved special coaches: Indian Railways


The Ministry of Railways has clarified that Persons with Disabilities (PwDs) holding valid Unique Disability ID (UDID) cards can travel in unreserved Divyangjan coaches on Mail and Express trains.

“Ensuring inclusive travel and greater accessibility, Indian Railways has clarified that Persons with Disabilities (PwDs) holding a valid Unique Disability ID (UDID) card will be permitted to travel in unreserved coaches earmarked for Divyangjan in Mail/Express trains,” the ministry said in a statement.

The Indian Railways said PwDs with valid UDID cards issued by the Department of Empowerment of Persons with Disabilities (DEPwD), and those eligible for concessional fares, will be treated as bona fide passengers. They can travel in designated coaches, subject to valid travel authority.
These include the Second Class Luggage-cum-Brake Van with Divyangjan compartment (SLRD) and the Luggage-cum-Second Class Luggage-cum-Brake Van with Divyangjan compartment (LSLRD).

The Railways said action will be taken against unauthorised passengers travelling in these coaches under the provisions of the Railway Act, 1989. This is to ensure access for intended beneficiaries.

“All Zonal Railways have been advised to issue necessary instructions to concerned officials to ensure proper implementation of these provisions,” the ministry said.

The Divyangjan Card, also known as the E-Ticketing Photo Identity Card (EPICS), allows PwDs to avail travel concessions. It is issued on the basis of a valid disability or concession certificate. UDID cards are accepted for some categories.

Applications for issuance or renewal can be submitted through the Indian Railways Divyangjan portal or the Central Government services portal.
