The Standards and Compliance Division of the Department of Tourism issued the notification on August 26.
The Telegraph reported, citing sources, that the notice was issued in accordance with the Bhutan Tourism Rules and Regulations (TRR) of 2024, which aim to ensure the safety of visitors, maintain quality standards, and promote authentic hospitality.
Bhutan’s new rules for tourists
The new rules state that all tourist night halts, including camping and outdoor stays, must take place only at accommodations or designated sites approved and certified by the Department of Tourism.
“Overnight stays at non-certified premises, private properties, or unauthorised open areas are strictly prohibited,” the notification states.
The notice also states that if any accommodation meant for tourists is built without prior approval and other formalities, or if tourists are housed in such facilities, the property owner will be fined.
The rules further state that all approved and certified establishments must carry a valid star rating certificate, which has to be renewed on time by the accommodation facility.
Bhutan gets the highest number of tourists from India. Tourism industry stakeholders in north Bengal, who regularly send visitors to the neighbouring country, have welcomed the new regulations.
“It will help in providing safe accommodations to tourists. Also, consistent monitoring by the authorities concerned will ensure that quality services are provided to the tourists,” Tanmoy Goswami, general secretary of the Himalayan Hospitality & Tourism Development Network, told The Telegraph.
Bhutan’s Sustainable Development Fee
In a bid to base its tourism strategy on sustainable development policies, infrastructure enhancements, and better visitor experience, Bhutan increased its Sustainable Development Fee (SDF) for all international tourists in 2022.
The fee is currently $100 per international tourist per night, except for Indian travellers, who pay ₹1,200 per individual per night. Children below five years of age are exempt from the fee, while those between 6 and 12 years get a 50% discount on the SDF.
