A senior official told PTI that the EOI is a preliminary step aimed at assessing market interest and ironing out logistical considerations before issuing a formal Request for Proposal to commence operations. “The forthcoming Request for Proposal will be floated on a no-cost, no commitment (NCNC) basis, to ensure a transparent and competitive selection process for aviation operators,” the official stated.
The planned helicopter operations are to be built upon existing aviation infrastructure. A dedicated Inter-Island Helicopter Terminal is already functional at the northwest end of the runway at Veer Savarkar International Airport. This facility includes a 32×29 metre hangar, passenger waiting areas, and security screening facilities, and can accommodating up to six helicopters simultaneously on its apron.
The administration has clarified that it will act solely as a facilitator for the initiative. It will provide access to essential infrastructure such as helipads, waiting lounges, and security apparatus including X-ray screening. Flight coordination will be managed by Air Traffic Control (ATC) operated by the Indian Navy’s INS Utkrosh, while fuelling support will be supplied by Indian Oil Corporation (IOC).
The project will be executed on a commercial basis, with no government subsidies or Viability Gap Funding. “Operators will bear full responsibility for aircraft, crew, passenger safety, insurance, and liabilities, in line with standard aviation regulations,” the official was quoted as saying by PTI.
Tourism to the Andaman and Nicobar Islands has been on a rise, with over 72,000 visitors recorded in 2024. The surge in arrivals was supported by the opening of a modern integrated terminal at Veer Savarkar International Airport in 2023, designed to handle million passengers annually.
To bolster aviation readiness, the administration has constructed 19 helipads, 12 of which are situated in prominent tourist locations. The region also boasts a thriving hospitality sector, with approximately 600 registered establishments, including several luxury resorts and boutique accommodations currently under development.
While ferry services continue to serve as the primary mode of transport between the islands, government-run vessels often fall short, especially for remote locations. This has created a clear opportunity for helicopter operators to fill the mobility gap.
At present, seven private cruise vessels operate daily services to Shaheed Dweep and Swaraj Dweep, each with a capacity of around 300 passengers. Other islands, however, remain dependent on government ferry services.
