(Representational image\/PTI)<\/p>\n<\/figure>\n<p id=\"0\" class=\"story_para_0\">The Indian Council of Social Science Research (ICSSR) on Tuesday said it will issue a show-cause notice to the Centre for the Study of Developing Societies (CSDS) over an erroneous claim made by <a href=\"https:\/\/www.news18.com\/india\/political-analyst-retracts-data-on-maharashtra-polls-bjp-gets-new-ammo-in-voter-list-fight-ws-l-9514110.html\">Lokniti co-director Sanjay Kumar<\/a> in a social media post, which alleged dramatic changes in voter numbers across four Maharashtra Assembly constituencies between the 2024 Lok Sabha and Assembly elections. Kumar later retracted the post and issued a public apology, attributing the error to a data misreading.<\/p>\n<p id=\"1\" class=\"story_para_1\">The ICSSR, which functions under the Ministry of Education and funds research in the social sciences, said in a statement that it had taken \u201cserious cognisance&#8221; of the incident. It described the episode as \u201cdata manipulation&#8221; and said the institute had also published \u201cmedia stories based on biased interpretation&#8221; of the Election Commission of India\u2019s Sample Verification (SIR) exercise.<\/p>\n<p id=\"2\" class=\"story_para_2\">\u201cICSSR takes serious cognizance of the data manipulation by CSDS and its attempt to create a narrative with the intention of undermining the sanctity of the Election Commission of India. This is a gross violation of the Grant-in-Aid rules of ICSSR, and ICSSR shall issue a Show Cause Notice to the Institute,&#8221; the council said in a post on X.<\/p>\n<p id=\"3\" class=\"story_para_3\">It added that it held the Indian Constitution \u201cin highest esteem&#8221; and described the Election Commission as a \u201chigh constitutional body which has been holding free and fair elections in the largest democracy of world for decades together.&#8221;<\/p>\n<div class=\"twtiframe\">\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">It has come to the notice of ICSSR that an individual holding responsible position at CSDS, an ICSSR-funded research institute, has made media statements that had to be retracted subsequently citing glitches in data analysis regarding elections in Maharashtra.Futher, the\u2026<\/p>\n<p>\u2014 Indian Council of Social Science Research (ICSSR) (@icssr) <a href=\"https:\/\/twitter.com\/icssr\/status\/1957834226684031182?ref_src=twsrc%5Etfw\" rel=\"nofollow\">August 19, 2025<\/a><\/p>\n<\/blockquote>\n<\/div>\n<h2><strong>The Now-Deleted Post<\/strong><\/h2>\n<p id=\"5\" class=\"story_para_5\">The controversy began after Kumar, a widely recognised psephologist, posted figures on X suggesting extreme discrepancies in voter numbers in Nashik West, Hingna, Ramtek, and Devlali between the two 2024 elections.<\/p>\n<p id=\"6\" class=\"story_para_6\">According to his now-deleted posts:<\/p>\n<ul class=\"listOncontentArticleUL\">\n<li>Nashik West Assembly had 3.28 lakh voters during the Lok Sabha polls, which allegedly increased by 1.55 lakh (47.38%) to 4.83 lakh in the Vidhan Sabha elections.<\/li>\n<li>Hingna Assembly\u2019s numbers rose from 3.15 lakh to 4.50 lakh \u2014 an increase of 1.36 lakh voters (43.08%).<\/li>\n<li>In contrast, Ramtek saw a decline from 4.66 lakh to 2.87 lakh \u2014 a drop of 1.80 lakh voters (38.63%).<\/li>\n<li>Devlali\u2019s count fell from 4.56 lakh to 2.88 lakh \u2014 a 1.68 lakh drop (36.84%).<\/li>\n<\/ul>\n<p id=\"8\" class=\"story_para_8\"><a href=\"https:\/\/www.news18.com\/politics\/from-psephology-to-apology-will-election-experts-data-deletion-blunt-rahul-gandhis-attack-on-eci-9515500.html\">Kumar retracted the data<\/a> the next day and posted an apology, writing: \u201cError occurred while comparing data of 2024 LS and 2024 AS. The data in row was misread by our Data team.The tweet has since been removed.I had no intention of dispersing any form of misinformation.\u2014 Sanjay Kumar (@sanjaycsds) <a href=\"https:\/\/twitter.com\/sanjaycsds\/status\/1957654145344892931?ref_src=twsrc%5Etfw\" rel=\"nofollow\">August 19, 2025<\/a><\/p>\n<\/blockquote>\n<\/div>\n<p id=\"9\" class=\"story_para_9\">Despite the deletion, the incident has taken on political dimensions, especially because several opposition leaders had shared the figures online in support of their larger campaign against alleged voter roll discrepancies in Maharashtra.<\/p>\n<h2><strong>What The Official Data Says<\/strong><\/h2>\n<p id=\"11\" class=\"story_para_11\">A <em>News18<\/em> analysis of Election Commission of India data, released during the announcement of election schedules, showed that Maharashtra had 9.23 crore voters as of March 30, 2024. This rose to 9.63 crore by October 15, 2024, amounting to an increase of about 40 lakh voters. These figures included both new additions and deletions.<\/p>\n<p id=\"12\" class=\"story_para_12\">The Lok Sabha elections in the state were held in five phases between April 19 and May 20, 2024. The Assembly polls were held later in November.
