(AICC via PTI)<\/p>\n<\/figure>\n<p id=\"0\" class=\"story_para_0\">The opposition\u2019s \u2018vote chori\u2019 claim faced a new twist on Tuesday after <a href=\"https:\/\/www.news18.com\/india\/political-analyst-retracts-data-on-maharashtra-polls-bjp-gets-new-ammo-in-voter-list-fight-ws-l-9514110.html\" target=\"_blank\" rel=\"noopener\">Sanjay Kumar<\/a>, Co-Director of Lokniti \u2013 a Research Programme at the Centre for the Study of Developing Societies (CSDS), retracted a social media post highlighting dramatic voter anomalies in four constituencies in Maharashtra.<\/p>\n<p id=\"1\" class=\"story_para_1\">Kumar\u2019s apology for a data error has intensified the political debate over voter rolls, electoral transparency, and the credibility of supporting research.<\/p>\n<p id=\"2\" class=\"story_para_2\">On Monday, Kumar posted on X suggesting the registered voters increased by about 45% in Nashik West and Hingna, while Ramtek and Devlali saw nearly a 40% drop. The changes appeared between the Lok Sabha (Lok Sabha) and Assembly elections.<\/p>\n<p id=\"3\" class=\"story_para_3\">The post from him on Tuesday said he \u201csincerely apologised&#8221; for the posts regarding Maharashtra elections.<\/p>\n<p id=\"4\" class=\"story_para_4\">\u201cError occurred while comparing data of 2024 LS and 2024 AS. The data in row was misread by our Data team. The tweet has since been removed. This increased by 1.55 lakh voters (47.38%) to 4.83 lakh in the Vidhan Sabha elections.<\/p>\n<p id=\"7\" class=\"story_para_7\">In Hingna Assembly, the rolls expanded from 3.15 lakh to 4.50 lakh, adding 1.36 lakh voters (43.08%).<\/p>\n<p id=\"8\" class=\"story_para_8\">The opposite happened in two other assemblies with close to 40% vote drop \u2013 Ramtek Assembly saw close to 1.80 lakh voters decline from 4.66 lakh in the Lok Sabha to 2.87 lakh in the Vidhan Sabha polls. In the Devlali Assembly, the count dropped by 1.68 lakh \u2014 from 4.56 lakh to 2.88 lakh during the same period.<\/p>\n<p id=\"9\" class=\"story_para_9\">An analysis of official data from the ECI by News18 \u2013 while announcing the schedule for the two elections in the state \u2013 shows that the state had 9.23 crore voters on March 30, 2024. This increased to 9.63 crore on October 15, 2024 \u2013 an addition of over 40 lakh voters also covering the deleted voters.<\/p>\n<p id=\"10\" class=\"story_para_10\">The voter list for an election freezes on the first day of the nomination process \u2013 usually a month before the election date.<\/p>\n<p id=\"11\" class=\"story_para_11\">Lok Sabha elections were held in the state in five phases between April 19 and May 20, 2024 while assembly polls in November last year.<\/p>\n<p id=\"12\" class=\"story_para_12\">News18 had contacted Kumar for a comment but has not responded so far.<\/p>\n<div class=\"twtiframe\">\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/WATCH?src=hash&amp;ref_src=twsrc%5Etfw\" rel=\"nofollow\">#WATCH<\/a> | On Congress claiming discrepancies in Maharashtra voters&#8217; data, BJP leader Gaurav Bhatia says, &#8221; For 40 hours, lies were floated to weaken our democracy and raise baseless questions on the Election Commission. Will Rahul Gandhi\u2026 <a href=\"https:\/\/t.co\/11OxTK62Vm\" rel=\"nofollow\">pic.twitter.com\/11OxTK62Vm<\/a>\u2014 ANI (@ANI) <a href=\"https:\/\/twitter.com\/ANI\/status\/1957761508211073105?ref_src=twsrc%5Etfw\" rel=\"nofollow\">August 19, 2025<\/a><\/p>\n<\/blockquote>\n<\/div>\n<h2>Impact on \u2018Vote Chori\u2019 campaign<\/h2>\n<p id=\"14\" class=\"story_para_14\">Since February this year, Leader of the Opposition in the Lok Sabha Rahul Gandhi had been claiming that several irregularities took place in the Maharashtra Assembly elections.<\/p>\n<p id=\"15\" class=\"story_para_15\">He said that between the 2024 Lok Sabha elections and the 2024 Assembly elections, 39 lakh new voters were added \u2013 more than the total adult population of the state and also more than the addition of voters in the state between 2019 and 2024.<\/p>\n<p id=\"16\" class=\"story_para_16\">The data shared by Kumar was only about four assemblies in Maharashtra, and was used as a supporting document by some of the opposition leaders.<\/p>\n<p id=\"17\" class=\"story_para_17\">While CSDS data was not the basis of the \u2018vote chori\u2019 campaign \u2013 launched by Gandhi earlier this month \u2013 it did contribute to the ongoing political discourse surrounding electoral integrity in the state.<\/p>\n<p id=\"18\" class=\"story_para_18\"><a href=\"https:\/\/www.news18.com\/elections\/rahul-gandhi-vote-theft-karnataka-bengaluru-lok-sabha-polls-election-commission-push-back-ws-l-9491916.html\" target=\"_blank\" rel=\"noopener\">Gandhi officially launched the <\/a>\u2018vote chori\u2019 campaign against the ECI earlier this month after he shared the details of the one lakh fake voters from an assembly segment in Bengaluru. The campaign was launched days before the posts from Kumar.<\/p>\n<p id=\"19\" class=\"story_para_19\">Gandhi and team have also been demanding machine readable voter lists for a number of states, including Maharashtra.<\/p>\n<p id=\"20\" class=\"story_para_20\">While <a href=\"https:\/\/www.news18.com\/explainers\/why-indias-voter-lists-are-still-hard-for-computers-to-read-and-what-it-means-for-democracy-9501931.html\" target=\"_blank\" rel=\"noopener\">Gandhi <\/a>did not use the deleted data, senior Congress spokesperson Pawan Khera used it for two now-deleted posts on X, where he cited the numbers shared by Kumar on Monday.<\/p>\n<h2>BJP, poll body\u2019s reaction on apology post<\/h2>\n<p id=\"22\" class=\"story_para_22\">Interestingly, while the Maharashtra Chief Electoral Office (CEO) has not reacted to the \u2018apology\u2019 post on X, the Bihar CEO has posted a screenshot of the now-deleted post from Kumar while reacting to his apology post.<\/p>\n<p id=\"23\" class=\"story_para_23\">\u201cCSDS Sanjay Kumar apologised for the tweet posted regarding Maharashtra Assembly Elections. He said that error occurred while comparing data of 2024 LS and 2024 AS. His TWEET is deleted now but a screenshot is attached. Shameful.&#8221;<\/p>\n<p id=\"26\" class=\"story_para_26\">He went on to say that in his exuberance to feed Congress\u2019s fake narrative on Maharashtra, CSDS put out data without verification. \u201cThat is not analysis\u2014it is confirmation bias.&#8221;<\/p>\n<p id=\"27\" class=\"story_para_27\">\u201cRahul Gandhi must immediately abandon his \u201c\u0918\u0941\u0938\u092a\u0948\u0920\u093f\u092f\u093e \u092c\u091a\u093e\u0913 \u092f\u093e\u0924\u094d\u0930\u093e&#8221; in Bihar and tender an unconditional apology to the people of India for his callous and regressive politics,&#8221; he said on one of the posts.<\/p>\n<p id=\"28\" class=\"story_para_28\">Gandhi is holding a \u2018Voter Adhikar Yatra\u2019 in Bihar as a part of his \u2018vote chori\u2019 campaign.
